Public Protests Heighten Tensions in South; Raise Questions about UNIFIL's Mandate Since it was deployed in South Lebanon in 1978 after the outbreak of Lebanon's 1975-90 civil war, the UN Interim Force in Lebanon (UNIFIL) has seen its relationship with the local population go through many ups and downs. The UN peacekeepers have also been targeted by deadly attacks blamed on non-Lebanese militant groups. Although the local Shiite Muslim population as well as the two powerful Shiite groups in the south, Hizbullah and Amal, have generally welcomed the UNIFIL in their towns and villages as international protection against a possible Israeli attack, the peacekeepers have often been accused of failing to prevent Israel's violations of Lebanese sovereignty, especially its almost daily overflights. Some Lebanese politicians have even accused the UN force of taking Israel's side whenever something happens on the Lebanese-Israeli border.
